Speakers debated whether a special commission was the right parliamentary instrument for the Caritas affair, given that invited witnesses refused to appear or gave contradictory accounts; the sitting then split over the majority motion that repeated only part of the unanimous report's recommendations, with the opposition tabling a counter-motion that was rejected before a resolution endorsing all conclusions was adopted unanimously.
The role of the two banks that granted Caritas credit lines secured by cessions de créance on future state payments was disputed throughout the debate, together with the CSSF enquiry into them and the access of ASBLs to bank credit since the fraud.
